In 2025, large producers placing household or publicly disposed packaging on the market face a new obligation under the packaging Extended Producer Responsibility (pEPR): the recyclability assessment requirement.

To meet this, producers must use the Recyclability Assessment Methodology (RAM), developed by PackUK. RAM outputs will influence a new modulated disposal fee, reflecting the true cost of local authority collection and sorting of packaging waste – an element not previously included under older regulations.

RAM is central to pEPR’s goal of improving packaging design through a focus on recyclability, with plans to expand to wider environmental criteria over time. Following industry feedback, PackUK released version 1.0 of RAM in December 2024, with version 1.1 expected by April 2025.

However, Uniserve Group company, Beyondly has identified several challenges in RAM’s practical implementation. Compared to previous reporting requirements, RAM demands far more detailed data – from material formats to inks and adhesives – creating a substantial data burden. Gathering this information across extensive supply chains presents issues around accuracy, consistency, and system readiness.

Additionally, the lack of clarity on cost modulation impacts limits producers’ ability to plan effectively. While RAM promotes sustainable design, its success depends on ongoing support, collaboration, and realistic timelines for compliance.
