New Air Cargo Security Measures: What You Need to Know
In response to recent security concerns involving the discovery of incendiary devices found in European parcel network, new air cargo restrictions have been introduced by government agencies in Canada, the USA, and Australia.
The US Transportation Security Administration (TSA), Transport Canada and Australia Department of Home Affairs have implemented stricter security protocols to freight being shipped from the UK, Europe, the Commonwealth of Independent States, and Central Asia, regulating shipments from companies without an Established Business Relationship (EBR).
Effective September 2024, under the new Transport Canada rules, air cargo from 55 European and Central Asian countries can only be accepted if the shipper has an EBR with freight forwarders or air carriers. Similarly, in the US, the Enhanced ACAS Security Filing requires more in-depth data on the shippers of goods entering the country to better identify potential risks before cargo is loaded onto US-bound aircraft.
To comply, shippers must meet certain criteria, such as being a “Known Consignor” or maintaining an active account with a freight forwarder for at least 90 days, along with documented sales or payment history. New shippers must provide a business license, contact information, and payment details.
These regulations have posed challenges for some carriers. For example, Korean Air Cargo has temporarily embargoed cargo originating from Europe and CIS regions until mid-November, citing difficulties in meeting the new requirements.
While these measures aim to secure the global supply chain, businesses must adapt quickly to comply with the evolving regulations. Existing customers are generally unaffected, but new customers must complete additional documentation to ensure compliance.
