HMRC introduces charges for goods liable for SPS checks

Following the recent updates to the Customs Declaration Service (CDS) Export declarations which come into force on 4th March 2024, HMRC have introduced a common user charge and outlined the rates. 

All commercial movements of animal products, plants and plant products through the Port of Dover and Eurotunnel from all countries will see a common user charge from 30th April 2024.

The charge will apply to:

  • Imports entering Great Britain
  • Transits entering and leaving Great Britain

The common user charge will need to be paid for UK businesses importing a consignment of goods that:

  • Enters or transits through Great Britain through the Port of Dover or Eurotunnel
  • Is eligible for sanitary and phytosanitary (SPS) checks at a government-run border control post (BCP) in England
